Residential flood insurance for Pennsylvania homeowners
Dedicated flood coverage for your home and belongings — because a standard homeowners policy leaves flood out.
Standard homeowners insurance does NOT cover flood damage. Without a separate flood policy, that usually means:
- No building coverage when floodwater damages the structure
- No contents coverage for furniture, clothing, and belongings ruined by flood
- No replacement from your homeowners carrier for a flood loss — flood is a separate peril
Flood coverage built for your home — not assumed under homeowners
NFIP and private flood options for single-family homes, 2–4 family, condo units, and manufactured homes in Pennsylvania.

Building Coverage
Pays to repair or replace the structure — walls, floors, foundation elements covered by the policy — up to NFIP residential limits (generally $250,000) or higher with private/excess options.
Contents Coverage
Covers personal property inside the home (furniture, clothing, appliances) up to NFIP residential limits (generally $100,000). Tenants often need contents-only.
30-Day Waiting Period
Most new NFIP policies have a standard 30-day wait before coverage begins. Important exceptions include certain lender-required purchases at loan closing and some map-revision or transfer situations.
Outside High-Risk Zones
Flood risk is not limited to mapped Special Flood Hazard Areas. FEMA reports that from 2014–2024, nearly one-third (~29%) of NFIP claims came from outside high-risk flood areas.
Basement Limitations
NFIP coverage in basements and below-grade areas is limited. Some building items and contents below the lowest elevated floor may have restricted or no coverage — ask us what applies to your foundation type.
NFIP vs Private Flood
We quote NFIP (Write Your Own) and, when available, private flood and excess flood above NFIP maximums — so you can compare options for your Pennsylvania property.
Risk Rating 2.0
FEMA’s current pricing approach rates each property using more property-specific factors (distance to water, first floor height, replacement cost, and more) rather than only the flood zone letter.

Flood insurance FAQ
Does homeowners insurance cover flood damage?
No. A standard homeowners policy does not cover flood damage. Flood is a separate peril — you need a dedicated flood policy (NFIP and/or private flood) to cover flood losses to the building and/or contents.
What is the NFIP 30-day waiting period?
Most new National Flood Insurance Program policies have a standard 30-day waiting period before coverage takes effect. Exceptions can include no waiting period for certain lender-required policies at loan closing, and shorter or waived waits in limited situations such as some map revisions, post-wildfire rules, or proper NFIP policy transfers. Tell us if you’re closing on a purchase or transferring an existing policy.
Do I need flood insurance if I’m not in a high-risk zone?
FEMA recommends flood insurance even outside high-risk zones. From 2014–2024, nearly one-third (about 29%) of NFIP flood insurance claims came from areas outside mapped high-risk flood areas (FloodSmart / FEMA). Moderate- and lower-risk zones can still flood.
What is the difference between building and contents coverage?
Building coverage helps repair the structure. Contents coverage helps replace personal property. You can buy building, contents, or both. NFIP residential maximums are generally $250,000 for building and $100,000 for contents; private or excess flood may offer higher limits.
What are basement coverage limitations?
NFIP policies have important limitations for basements and areas below the lowest elevated floor. Some building elements and many contents below grade may have restricted or no coverage. Foundation type and enclosure details matter — share those on the quote form so we can explain what would and wouldn’t be covered.
What is Risk Rating 2.0?
Risk Rating 2.0 is FEMA’s current NFIP pricing approach. It uses property-specific rating factors (such as distance to flooding sources, first floor height, and replacement cost) instead of relying mainly on the flood zone letter alone. Elevation Certificates are optional but can help establish first floor height.
NFIP vs private flood — which should I buy?
NFIP is the federal program (often sold through Write Your Own insurers) with standard forms and limits. Private flood can sometimes offer different pricing, higher limits, or broader terms. We compare options for your property and can quote excess flood above NFIP maximums when available.
Does the NFIP need Congress to reauthorize it?
Yes. Congress must periodically renew the NFIP’s statutory authority to sell and renew policies. Authorization status can change with legislation. We monitor program status when placing coverage and will explain any timing issues that could affect a new policy or closing. Existing in-force policies generally continue through their policy term even during a lapse in new-business authority.
